Parece que por un momento que estamos parado el golpe y nos hemos quedado a las puertas del desastre, con todo y haberlo contenido, la realidad es que nadie sabe hasta cuándo, porque la economía de mercado sigue imparable y su ciclo no tiene fin en las circunstancias actuales y tampoco futuras si no se toman medidas.

He llegado a la conclusión, que el verdadero problema no es la libertad salvaje de que goza la economía de mercado, su agresividad, la especulación, sus tretas de mercado, sus desajustes, sus fracasos y sus éxitos, son propios de su desarrollo, por mucho que haya puesto en peligro a nuestro mundo, no podemos pensar en regularla, en encauzarla, en ponerle frenos para dominarla, esto no solo no sería la solución, sino que empeoraría las cosas, porque esto, pararía el mercado, la producción, y finalmente el mundo capitalista del que formamos parte directa.

La economía libre los mercados financieros, han existido siempre, pero no siempre habían tenido la incidencia tan brutal que tienen ahora, porque los elementos que impulsaban el desarrollo de la sociedad eran otros, hace años los grandes hombres, las influyentes fortunas, que podían con su actuación hacer subir o bajar el nivel de vida de la sociedad, eran las empresas industriales o de servicios, que empleaban a miles de personas, hoy no es así, las grandes fortunas, los que tienen la capacidad de arruinar a empresas, instituciones, países, y si se tercia a un continente entero, ya no son empresarios ya no producen nada, solo mueven números entre al activo y el pasivo.

Pero con todo y admitiendo esta realidad, no podemos detenerla, no podemos ya prescindir de este motor salvaje pero necesario, para que el mundo material se mueva, y no se pare hundiéndose en la recesión más brutal de la que jamás se llegaría a salir, porque después de ella, no quedaría el mundo tal y como lo conocemos ahora.

Aceptando esto, lo que hay que hacer es considerar a la economía libre y desregulada como un nuevo sector empresarial, que se mueve en un mercado cuyo producto es hacer que fluyan los negocios las empresas, y el dinero de y para uso privado, con sus bancos, con sus agencias de calificación, con sus préstamos, con sus inversiones, con sus trampas, y con su agresividad, pero separarla completamente de la economía pública o social, propia de los gobiernos de los estados del mundo.

Si señores y señoras se trata de dejar hacer libremente a la economía de mercado, y crear independientemente la economía de estado, esta dualidad además hay que planificarla sin ninguna posibilidad de comunicación o trasvase alguno. Los problemas que estamos sufriendo, no se terminaran mientras la economía especulativa del mercado, pueda y hoy en día deba intervenir para financiar y sostener a la sociedad, sus servicios sanitarios, su educación, sus políticos, su policía, su ejército, su presidente, y ya por último su moneda.

Deben haber sin remisión dos economías para mi es evidente, y no es ninguna novedad la coexistencia de actividades privadas y públicas actuando a la vez en nuestras sociedades modernas, la sanidad, la educación, son ejemplos claros de ello al menos en España. Los estados grandes o pequeños deben componer sus necesidades financieras con recursos públicos, obtenidos de los impuestos fiscales, y de sus actividades productoras de servicios públicos, o iniciadoras de aplicaciones tecnológicas, o de lo que se considere actividad nacionalizada o pública, y con esos ingresos formular sus presupuestos políticos, sociales, y materiales, deben tener sus depósitos de garantías en su Banco Central Nacional que evidentemente seria el emisor y garante de la divisa oficial en curso pero desde donde no podrían nunca ni pedir prestado ni ofrecer préstamo alguno  a la economía privada. Es evidente que las naciones serán más o menos grandes, ricas, y poderosas, de acuerdo a la capacidad de obtener sus ingresos públicos.

Por otro lado y como una rama de actividad empresarial más, existiría la economía de mercado, con sus bancos comerciales y de inversión, sus mercados de valores, sus agencias de calificación, sus brókeres, a y muy importante sus impuestos a pagar a las haciendas de estados, como cualquier otra empresa productiva, en estas condiciones  si podrán actuar sin regulación alguna, solamente el cumplimiento de la legalidad impositiva por parte del estado, por los beneficios, desgravaciones por perdidas, controles de antimonopolios, y las propias leyes que sus propios estamentos se impongan, en fin como cualquier otro mercado o actividad de libre funcionamiento, dentro de la libertad mercantil establecida en las leyes del mercado libre.

No se hubiesen podido hacer aeropuertos fantasmas, no se podrían haber hecho edificios glamorosos porque si, no se hubieran hecho redes deficitarias de trenes de alta velocidad, pabellones en pueblecitos de 3000 habitantes, etc. con dinero prestado a los estamentos públicos, por los bancos privados, no hubiesen podido ofrecérselo, la ley no lo permitiría, entienden la diferencia, y no crean que les estoy planteando un país sin desarrollo urbanístico, ni trenes de alta velocidad, ni sin pabellones para ir a jugar y hacer deporte, ni mucho menos, solo que estos equipamientos estarían financiados y construidos para ser negocio, y pagados por la economía de mercado que les aseguro que no iría por ahí tirando el dinero, como si van los que no les cuesta nada pagarlo porque sus desmanes los pagan otros.

Por contra si tendríamos asegurada una sanidad pública, las pensiones públicas, la educación pública, los servicios para uso lúdico o transporte públicos hasta donde llegasen las posibilidades presupuestarias y recaudatorias del estado y su economía pública, también serian del estado las infraestructuras públicas esenciales y estratégicas para el desarrollo del país, y tendríamos los funcionarios públicos y POLITICOS los justos y necesarios, ni uno más ni uno menos,  y otra cosa importante, podríamos controlar las cuentas del estado conociendo que han ingresado y que han hecho con nuestros impuestos.

Los gobiernos europeos representados por sus máximos ejecutivos, en mi opinión, se limitaron a “matar el tiempo” como decimos en España, y en este caso nunca mejor aplicada la sentencia ya que no se concluyo nada en absoluto,  francamente la primera falta de sentido orgánico de un evento de tal envergadura, es que para estar unas horas entretenidos saludándose y  contándose lo que todos ya saben del uno y del otro, no hacía falta toda la organización del evento y sobre todo el enorme gasto que ha reportado a las paupérrimas arcas de muchos (la mayoría) de los países asistentes.

No hay ningún avance significativo, todo sigue exactamente igual que antes de ayer, es decir mal muy mal, y sin ningún cambio hacia ningún sitio en concreto, todo enunciados de buenas intenciones o palabras, a cada uno las que quería oír, pero nada más y esto es muy triste porque denota muy a las claras lo que decía al inicio de este comentario, todo el mundo sabe que no hay salida de seguir así, pero nadie hace nada para cambiar la situación.

Ayer como gran avance se escenifico lo que todos ya sabíamos, la aprobación de las leyes de contención de déficit, el avance del tratado de armonización fiscal, de donde ya salto otro país (la Republica Checa) ahora ya son dos, y de aquí que se apruebe ya no sé cuando, probablemente serán más los que se descuelguen. Lo único positivo y que paradójicamente es desastroso, es que se han dado cuenta que las medidas tomadas hasta ahora (dos años así) no sirven más que para empeorar las cosas, y que lo que hay que hacer es reactivación de la economía en lugar de recortar la economía, madre mía que pena me da, ver que lo que he venido diciendo hace más de un año, 27 cerebros privilegiados hayan tardado tanto en verlo.

Ahora van a destinar las sobras de programas de subvenciones no utilizadas por culpa del efecto represor de las medidas aplicadas hasta ahora, que lo único que han hecho a sido frenar toda actividad en la zona euro, y aplicarlas para paliar el paro juvenil, es francamente de risa, esto se ha decidido sin tener la mas puñetera idea de lo que hay que hacer, es puramente improvisación, y la cosa ya se lo advierto, terminara en subvenciones para cursos o aprendizajes sin sentido y sin futuro alguno, porque lo que hace falta es mas producción, más empresas, más competitividad frente al mundo industrial que esta desplazado totalmente al Este.

Los jóvenes desempleados en su mayoría, no son ignorantes ni analfabetos, todos podrían trabajar mañana si hubiesen empresas y productos a fabricar, a diseñar, a desarrollar, a gestionar, a comercializar, etc. viendo el enfoque que se le da a este tema desde Bruselas, uno ve que ni quieren ni ven la magnitud del problema, es que son millones de jóvenes sin empleo, no unos miles que las empresas actuales puedan ofrecerles cursos de aprendizaje para una vez concluidos se queden otra vez en la calle, que habrán conseguido con ello, yo se lo digo, que estén más cabreados.

Ambas cosas son casi consecuencia de lo mismo España su hacienda pública no ingresa suficiente y gasta en demasía no ingresa porque : No tiene Tejido Industrial que aporte impuestos, por lo mismo no tiene puestos de trabajo para emplear a tanto desempleado, por consecuencia no tiene ingresos por IRPF, y si tiene gastos por subsidios, como trabajan pocos son pocos los que gastan y por lo tanto no recauda IVA, pero si tiene pensiones y seguridad social que atender, podría llenar paginas con estas cuestiones entrelazadas pero para el ejemplo y la propuesta de hoy ya creo que se harán una idea de la situación.

En definitiva España además de reducir gastos hay que recaudar más el problema es recaudar más porque reducir gastos es fácil, esto lo hace cualquiera lo han hecho hasta los alemanes con que fíjense si es fácil ahora bien cómo podemos aumentar los ingresos del estado sin que arruinen mas a la sociedad y siga la rueda infernal, esto ya es más difícil tanto que también lo han conseguido los alemanes.

Ejemplo una familia va a comprar un televisor por el que paga 368 euros con IVA actualmente el comercio lo valora en 311,60 € y aplica el 18%, lo que da el precio de venta final, así que el comercio liquidara  al estado 56.08 € por este producto, el comercio lo más usual es que lo haya comprado al fabricante / distribuidor, por 140€ netos más el IVA del proveedor al 18% también pagara 165 € , pero su margen comercial es de: 311.6 PVN - 140 PCN = 171,6 € es decir un 55% sobre precio de venta neto, porque los IVA se compensan.

Y con respecto al IVA de lujo el que se gasta 25,000 euros no le vendrá de mil euros que sería la diferencia por ese 4% de IVA superior además esto es una medida que puede variarse según las circunstancias económicas del País.

Así que es imprescindible una buena economía, para tener una buena democracia, el problema es que últimamente se ha confundido la economía con el simple hecho de hacer dinero, cuanto más y más rápido mejor, y esta desviación es la que nos ha traído hasta la debacle actual. La economía más que una ciencia es una definición de hechos económicos valga la redundancia, comprar, vender, pagar, invertir depositar o guardar, prestar, etc. todo esto y más, se rige por unas normas o leyes que la sociedad las llama economía. El problema como decía ha venido cuando la economía básica y general, paso a ser secuestrada por una de sus ramas de aplicación la financiera mejor llamarla por la definición de Ingeniería financiera.

Esta forma de aplicación de la economía, conlleva consigo la des humanización de la gestión de la economía, hecho que la convierte en un elemento perturbador para el desarrollo de la sociedad democrática, basada en la obtención del beneficios económicos por medio de la retribución del trabajo y/o de la comercialización del mismo, basándose en productos y servicios proporcionados y retribuidos por la propia sociedad consumidora. Ahora hay que volver hacia atrás lo más rápidamente posible, de lo contrario la economía financiera hará explotar como ya casi lo está haciendo, la convivencia social y llevara a la democracia a sucumbir en manos del primer demagogo que proponga destruir la democracia  capitalista que es en definitiva la nuestra.

Para conseguir esto hay que hacer pagar a la industria financiera su pecado, no hay otra forma, desde la economía basada en el trabajo social, no se puede cambiar la situación, porque no hay recursos posibles, todos los recursos están escritos en unas cifras sobre papel o discos duros de grandes ordenadores, pero no son tangibles, estos intangibles, no pueden ponerse encima de una mesa para que alguien los coja y cree una Empresa para fabricar lo que sea, que luego se pueda vender y se pueda conseguir dinero para volver a comprar, y para pagar a la sociedad que con sus impuestos sobre su trabajo, aporta crecimiento y bien estar a toda la sociedad consumista que es la nuestra.  

Hay que descabalgar al mundo financiero como forma de castigo por su avaricia y descontrol, de lo contrario no llegaremos a ninguna parte, es imposible que la economía del trabajo por llamarla de alguna manera concreta, pueda compensar los números ficticios e irreales que dan volumen a unas deudas y déficits insostenibles e irrecuperables, a no ser claro está, que se sigan replicando cifras sobre un papel o sobre los discos duros de los ordenadores de bancos e instituciones financieras, hasta que reventemos.

Hay que poner en metálico los números ficticios y especulativos, y luego poner esta ingente cantidad de dinero resultante, en manos de los gobiernos quienes deberían empezar a crear trabajo real en, obras de estructuras  civiles,  en arrancar de nuevo factorías y producciones que dejaron de ser rentables a la industria privada, es decir hay que volver hacia atrás, en parte hay que restablecer la industria y también la economía de rango estatal y publica, usando para ello el nuevo dinero que habrá que fabricar para cuadrar los números financieros de las economías europeas y nacionales, transformándolo en carreteras, líneas férreas, barcos, ingeniería e investigación, desarrollo de plantas energéticas, etc.

Todo aquello que no le sea posible arrancar a la inversión privada, por su elevado coste o por sus escasos beneficios, y también procurando no generar una competencia entre ambas economías la pública y la privada. Si no se hace así y se sigue por el camino de los recortes, la sociedad civil se morirá porque esta esquilmada por completo y no puede de ninguna manera restablecer por sí sola el equilibrio económico perdido.

Porque ningún país pude asumir las recetas a aplicar, yo creo que es lógico, casi diría que es una verdad de libro, porque vamos a ver, como se puede solucionar un “desfalco” financiero de años, 15 por lo menos, en uno, dos o tres, no puede ser, se necesitarían casi los mismos años o más, para ir rebajando el déficit acumulado, hasta llegar al 2% deseado, pero como eso no se quiere admitir, no hay más remedio que actuar de forma directa atacando el problema de raíz, pero eso solo se consigue con ingresos de capital nuevos al margen de los ingresos por impuestos de unos países sin trabajo y arruinados.

Grecia y Europa están estudiando la manera de hacerlo y hay varias soluciones posibles, una la que están ahora planteando que consiste en que el país se declara en bancarrota y los acreedores ante la perspectiva de perderlo todo,  negocian una quita asumible por ambas partes.

Otra solución sería que por fin Grecia se quedara sola y actuase  como en su día lo hizo Argentina, se reestructura  internamente y empieza de nuevo desde cero y al margen de la disciplina fiscal europea. Piensen que a Argentina le ha costado años más o menos 10 años, pero ha salido, ahora su situación no es que sea boyante, pero está más cerca de los BRICS que de la ruina a la que las medidas planificadas por el FMI la llevaron y que ahora junto con el BCE están repitiéndose llevado a Grecia a la misma tesitura.

Otra más seria una solución mixta la quiebra controlada y que el país se privatizase entero, y con lo que obtenga corrigiera en parte su deuda o el déficit, el problema de esta segunda posibilidad es que yo no acierto a ver qué y a quien, le interesa nada de Grecia, usted compraría: correos de Grecia, telefónica de Grecia, ferrocarriles de Grecia, eléctrica de Grecia, Hospitales de Grecia, Banca de Grecia, yo no desde luego, porque precisamente es ahí donde están las deudas así que, o no pago nada por ello, y asumo la deuda como pago, o mejor me quedo con la primera opción asumo una quita por lo que me debe y no me meto en camisa de once varas.

Ustedes dirán y que tiene esto que ver con el enunciado de este blog que parece indicar que va sobre España y solo habla de Grecia, pues fácil, es que como España está en las mismas condiciones que Grecia, (no en los mismos números) he empezado a pensar en que soluciones podrían servir para España, y me he preocupado muchísimo, cuando he visto que aquí ya lo privatizo todo el Sr. Aznar y su PP hace 15 años, luego Dios mío, la única solución para España es la QUIEBRA.

Bueno habrá que esperar al día 31 de este mes haber que se cuece en la reunión de la UE en Bruselas, no se qué pensar al respecto después de ver las coincidentes opiniones de los expertos participares en la conferencias de Davos, todo han sido recomendaciones pero nadie ha planteado una solución y menos una salida, yo me temo que después de Davos la cosa a que dado más clara en el sentido que puede pasar de todo, desde que se decida arreglar la unidad económica y fiscal de la europa del euro, o todo lo contrario, que se caigan las caretas de los integrantes de la zona euro y se decida eliminar los problemas excluyéndolos de raíz de la propia euro zona, liberando así de estorbos la rigurosidad económica alemana.

Es evidente que el menos malo de los sistemas políticos, es al denominado Capitalismo, esto lo puedo aseverar después de haber conocido de cerca algunos de los otros, pero no estará de más hacer unas reflexiones y comparaciones, sobre las diferencias que se producen entre los diferentes sistemas.

A.- La Dictadura: Es un mal sistema, que solo favorece el crecimiento del dictador y de una oligarquía próxima a él y a unas  fuerzas armadas corruptas y cercanas al dictador, al cual le son fieles, la sociedad no progresa y la pobreza y la falta de futuro corroe al pueblo, finalmente este se revela y lo único que consigue es cambiar de dictador y vuelta a empezar, (es detrás del capitalismo, el más extendido en el mundo).

B.- El Comunismo: Es un tanto parecido al anterior, pero no tan individualista porque el personaje central, no es solo un elemento, sino que viene apoyado por un partido o comité y también un buen ejercito, todos pretenden darle un toque de democracia y no lo consiguen, al final unos pocos mandan y otros muchos malviven, se frena toda iniciativa personal, y poco a poco el sistema se muere por inanición de ideas, y falta de riqueza para socializar, que curiosamente era su principal motivo para imponerse.

C.- El Capitalismo: Es sin duda el mejor de los tres, es el más antiguo, después del dictatorial que fue el primero (el rey, el más fuerte, etc. mandaba a los demás) se basa en la democracia del pueblo, y en la libertad del mismo, deja a su propia iniciativa la prosperidad, el avance de la sociedad, la alternancia en el poder, no coarta sino que incentiva el trajo, la creatividad y el riesgo individual, para que la sociedad progrese, y francamente con todos sus defectos lo consigue. Es indiscutible que los pueblos que lo adaptamos hemos sido hasta hoy los más adelantados los más ricos y los que hemos vivido mejor, básicamente nació en América del Norte, cuando se separo del Reino Unido

Creo que todos mis lectores estarán de acuerdo con estos planteamientos, pero ahora viene la contrapartida, el Capitalismo funciona, cuando tiene a los otros dos sistemas debajo y puede marcar la diferencia, pero ahora que casi todo el mundo ha abrazado este sistema capitalista, ya no puede funcionar. Curioso verdad, piénsenlo, para que haya un rico tiene que haber pobres si no ¿Cómo sabe el rico que lo es? y esto es lo que está pasando.

Así que hoy en día los ricos capitalistas viejos tienen que dejar entrar al club a los nuevos ricos jóvenes  y así vamos pasando las “Ges” de 5a 7 a10 a20 y al final, será un numero imposible de controlar, más o menos como la ONU,  ya no se podrán marcar estrategias porque la globalización no lo permitirá, lo que yo quiera planificar aquí, saltara inmediatamente allí y allá, y la situación será ingobernable como de hecho ya lo está siendo.

Ahora surgen las preguntas: Porque el Dólar es la moneda patrón del mundo “G” si EEUU esta peor que China y con una deuda frente a todos los países que está probado es imposible que la pueda devolver. Porque el Euro vale tanto más que el dólar  cuando Europa esta medio en quiebra. Que da el valor a la Libra Esterlina, solo el tejemaneje financiero, porque otra cosa no produce Gran Bretaña. Porque se esconden y falsean su valor las divisas de los BRICS, eso sí, se lo contesto yo, porque ya son tan fuertes que ahora son los que mandan y lo peor para los viejos ricos, son los que tienen el futuro en sus manos, así que habrá que cambiar de letra porque la “G” ya no sirve aunque refleje claramente la inicial de su paternidad la “Globalización”
