CATALUNYA SUBJECTE POLÍTIC I JURÍDIC SOBIRÀ I ARA QUE

Que passés ara, bé doncs dependrà del que digui Espanya, (no del que vulgui) perquè hi ha dues alternatives: una ho accepta i busca juntament amb el govern català la forma d'estructurar un acord entre els dos subjectes, és a dir l'estat espanyol i el català, de manera que s'estipulin fórmules de continuïtat respecte a la política, l'economia, i la pròpia unitat de conjunt, mantenint la idea de dos estats una nació o un regne com vulguin, o l'altra versió Espanya es posa en pla imperi i ens aixafa sense contemplacions.

Hi ha una dualitat curiosa en la situació actual, que ha permès d'una banda, que Catalunya es reveli contra la seva situació de desengany, i que en principi aconsegueixi tenir a la majoria social i política a favor de buscar la seva independència, i que alhora permeti a Espanya, que a part de l'enorme emprenyament que agafarà, quan es tranquil·litzi vegi que aquesta mateixa situació es tornarà a favor, m'estic referint suposo que l'han esbrinat a la realitat econòmica del país.

És evident que Catalunya i els catalans hem arribat fins aquí farts de retallades i penúries, obligats per la trista nefasta i desequilibrada manera de governar l'economia per part dels governs d'Espanya, a part els motius sentimentals dels catalans, el veritable empenta ha estat el veure que sols podem salvar-nos, i no obstant això junts no podem arreglar Espanya i menys encara Catalunya.

Aquesta realitat com deia és en aquests moments una arma de doble tall, a Catalunya la justifica plenament, però al mateix temps la deixa desarmada del tot, perquè Espanya ha tingut cura àmpliament que ara per ara, Catalunya no pugui fer cap pas sense Espanya donant-li suport, això fa que la cosa sigui molt complicada per a Catalunya i molt senzilles per a Espanya. Llevat que per la seva mala economia es vegi en la necessitat de demanar el rescat econòmic de part de la UE., Llavors la cosa pot canviar perquè la unió revisaria tots els aspectes econòmics, estructurals, de subvencions, d'impostos, de saldos fiscals, etc. i llavors l'avantatge canvia de costat i passa a ser de Catalunya.

Per això dic jo que el millor és que no arribi la sang al riu, que s'intenti regularitzar la relació, que si no m'equivoco ara estarà a punt de saltar feta trossos, i es comenci a parlar amb seny i sense massa imposicions per cap de les parts, difícil veritat, per descomptat però és així, Espanya pot enfonsar, fer trencar la hisenda catalana, però és que una acció així no seria ben vista per Europa, i els diré més, si Catalunya fa fallida com rescabalarà Espanya els milers de milions d'euros que recull en impostos des de Catalunya.

Crec que a partir d'avui els dos subjectes, han entaular un diàleg per entendres, no per barallar-se, perquè si no és així, les conseqüències poden ser desastroses per a tots dos, jo ho veig, i crec que tota la lluita tota la ràbia i tot el joc brut que ha intentat Espanya per evitar això que ha passat avui, em dóna la raó. Espanya no ha lluitat ni lluités pel simple fet que Catalunya comenci un procés cap al dret a decidir i realitzi una consulta o un referèndum, el problema és perdre els impostos d'un PIB de 200.000 milions d'euros més o menys.

EL CIRCULO VIRTUOSO DE LOS POLITICOS

Los políticos han hecho de su vocación una profesión muy lucrativa, que les invalida para ejercer de políticos.

Vaya contrasentido pensaran algunos de mis lectores, pues no es desgraciadamente muy claro el sentido de la anterior frase, verán: El Político, en mayúsculas, deberia ser una persona (hombre o mujer) que guiado por su afán de vocación de servicio a sus vecinos, congéneres, ciudadanos y en definitiva a la sociedad, decida bien por iniciativa propia, o por consenso de otras personas, situarse al frente de la sociedad para guiarlos hacia logros de diferente calado social y humano, sin recibir favor ni recompensa material alguna y sabiendo que su servicio no es indefinido ni impuesto.

Es evidente que cuando hablo de recompensa material, no me refiero a la remuneración lógica que debe todo político recibir por su dedicación y trabajo, durante el tiempo que este desempeñando su gestión pública, que no hay que confundir con la función pública, que esto es otra cosa, la función pública recae en los Funcionarios los cuales, si son trabajadores con sueldo y trabajo indefinido. Esto diferencia se ha maleado hasta extremos inviables. Hoy los hombres y mujeres han descubierto que hacer de políticos, es una forma de empleo, muy bien remunerada y punto, y se han creado las industrias de hacer de políticos llamadas PARTIDOS POLITICOS.

Así las cosas lo que ocurre, es que la gestión pública ha pasado a ser un producto manufacturado por los partidos políticos, con el fin de emplear sus personas y obtener como toda empresa beneficios. Así podemos ver las incongruencias que se inventan los partidos y sus trabajadores, para crear productos facturables y pagados por la sociedad en donde ejercen su mercado (Impuestos absurdos, planes ineficaces, gastos astronómicos etc.).

La sociedad debe exigir o intentar cuando menos que esto termine, de lo contrario todo acabara mal y sin darnos cuenta volveremos a regímenes totalitarios otra vez, donde unos pocos mandan y otros muchos obedecen, les suena esta música, pues eso.

Hay que desvincular la “Gestión Política”, de la “Función Pública”, lo más deprisa posible y esto no es difícil, hay simplemente que marcar hasta que nivel de gobierno es Gestión Política, y desde donde es Función Pública, una vez esto claro, las cosas se regulan y ordenan, los primeros marcan, líneas, ideas, cambios, proponen iniciativas, regulan leyes, aprueban los presupuestos, que la sociedad les proponga, y de acuerdo a sus ideas e ideales regulando la política de la sociedad, durante el periodo que el pueblo decida y les permita , y cuando termine ese mandato se acabo , ha seguir con su vida , como persona normal y no como ahora que lo normal es que pasan a desempeñar cargos administrativos propios de Funcionarios públicos y siguen dando vueltas y vueltas por los mismos u otros ministerios sin salir del mundo político.

La Función Pública es la que debe hacer funcionar y poner en orden natural y administrativo lo que los políticos planifiquen cambien o añadan a la organización del estado, para que todas estas funciones normas ordenes etc. sean utilizadas y puestas al servicio de la sociedad. El político no tiene que pasar a desempeñar empleos de Función Pública, cargos de alta dirección, secretarías, etc. No porque lo que ocurre con esto es que los políticos o ex políticos, como no dejan de estar influyendo en la ejecución pública aun a sabiendas de que no tienen mandato legislativo, contaminan toda la gestión, ya que siguen funcionando mas como miembros de la Empresa Política (partido) a la que pertenecen, y no al cargo neutral de Funcionario Público.

Ponen palos en las rueda de la gestión de los que están arriba, en estos momentos, porque en muchos casos los que en estas circunstancias mandan no son de su partido ni de su ideología política, cizañaran y emponzoñaran, con él, para ellos licito fin, de volver a mandar en las siguientes legislaturas y seguir obteniendo más dinero público y así cada vez son más y peor va la sociedad, a la que en teoría debieron servir sin esperar más allá del reconocimiento público.

Parece un tanto exagerado este título que motiva una idea que argumento con el desarrollo del texto completo de este artículo que curiosamente es prácticamente copia de otro que publique hace unos meses atrás. El concepto lo saco a colación, tras los resultados del desempleo en España, y a la vista de la alarmante inquietud que socialmente he visto que por fin se ha despertado al respecto en mis seguidores en las redes sociales, y en los comentarios en ellas expresados, este tema por fin delata la triste realidad y la impotencia efectiva y real de nuestras estructuras como nación y políticas, primero para aceptarlo y después mirar de solucionarlo.

El Gobierno alemán cree que el desempleo no se reducirá más de manera apreciable en los próximos años y que su tasa se mantendrá estable en el 7,0% de la población activa en Alemania. Este comentario parte de una noticia económica me permite abundar sobre el autentico problema de España, siempre he escrito que uno de los problemas principales de nuestro país es el desequilibrio demográfico que nos trajo la burbuja inmobiliaria, es evidente que junto a ella nos vino la deuda la quiebra del sistema bancario y alguno más.

Pero los que me siguen saben mi opinión que el problema irresoluble de España y que impide en gran manera la corrección de los demás desequilibrios económicos es el desempleo no tan solo por su incidencia directa, si no porque significa una economía parada, escasa, pobre, e ineficaz, además nuestro desempleo es un desempleo falso en su expansión y que por lo tanto, jamás lo podremos corregir, hasta hoy esta teoría era la de este pobre hombre que les escribe, pero hoy ya no es así hoy lo dice tambien la propia Alemania. Ellos que piensan por adelantado ya se han dado cuenta que la estabilización del consumo y la producción ya no da más de sí y por eso han calculado que su ratio de desempleo se quedara en el 7% con gente así da gusto ser gobernado porque ahora lo que harán será ajustar las cosas a este nivel de ocupación producción y consumo.

Pero amigos aquí en España el gobierno se niega a pensar y a mirar hacia adelante y sigue empeñado en esperar un milagro que haga que España se reactive por arte de magia y sea capaz de estabilizar una economía capaz de sostener 47 millones de habitantes de los que 6 millones están parados es decir el 12,76 % de la población total está en paro fíjense que la comparación la hago sobre toda la población bien pues con todo y con eso superamos en 5 puntos el índice de desempleo alemán que esta por supuesto calculado sobre la población activa únicamente.

Alemania calcula ya que en 2016 la cifra de desempleados estar en 2,85 millones hoy está en 2,9 millones es decir ellos ven que este es el punto de estabilización el país no da para más, y no es que el país no crezca que crece y gracias a ello calculan mantener el ritmo de ocupación; porque está claro que las formas de ocupación varían con el propio desarrollo de la técnica y los mercados consumidores y proveedores, hoy se necesita menos mano de obra para facturar 1000 euros que hace 10 años y mas que la que hará falta en los próximos 20 años, así de sencillo, las manufacturas han cambiado una barbaridad primero todo se automatizo ahora ya es que hay empleados que trabajan desde su casa para tres o cuatro o más empresas, otro aspecto básico es que un producto manufacturado hoy, por solo una persona, vale en el mercado más que lo que hace 20 años valía uno manufacturado por 10 empleados.

Bien creo que queda claro y será entendible para mis lectores menos para el gobierno de España que sigue sin querer entender que jamás en España podrá colocar casi 6 millones de trabajadores en paro. Si España mirase hacia el futuro vería que no solo no podrá nunca arreglar esto, sino que al contrario se irá incrementando, las empresas española huyen todas del país y aquí solo quedan servicios que por la mala condición económica son la mayoría deficitarios, y la industrialización en europa está ya completa, no va a crecer más, solo va a cambiar de artículos o forma de trabajar, pero en los próximos 100 años el empleo de mano de obra básica estará destinado a Asia, África, y los países árabes.

Duro muy duro el artículo que hoy escribo pero más duro es ver que se cierran los ojos esperando que un milagro o un rayo bajen del cielo y reajuste la demografía y la economía productiva de España, en nuestro país la cifra propia de estabilización del desempleo en un estudio que abarca desde 1980 oscila en una cifra del 12% bien para llegar e este ratio nuestros desempleados deberían ser unos 3 millones es decir hemos de colocar otros 3 millones, la pregunta es donde y como, es literalmente imposible, salvo que sigamos poniendo tochos a mano uno encima del otro, eso me da una idea porque no hacemos otra vez murallas en las ciudades, o pirámides para mausoleos de nuestros reyes y presidentes de gobierno.

No hay salida al problema lo malo es que esta situación nos cuesta, ya lo he dicho muchas veces unos 50 mil millones de euros y subiendo al año, y si dejamos de gastarlos nos costara una revolución estilo la francesa de 1789, y no habrá para menos se lo aseguro, mi propuesta también la he escrito varias veces pero volveré a hacerlo por si hay suerte y me hacen caso. España debe calcular un montante conseguible mediante endeudamiento o rescate o como sea, en base a las siguientes filosofías: o revolución, o gasto anual interminable, o valoración contextuada del gasto en un periodo de tiempo y cuantía.

Yo me inclino por esta última porque como he dicho antes, la demografía española se disparo artificialmente por la inmigración que ocasiono el boom de la construcción, hoy hay millones de personas en este país que están desplazadas de sus orígenes incapacitadas de trabajar y tampoco de escapar de esta trampa por falta de recursos. Pero que si a estas personas se les ofreciese la posibilidad de liquidar sus deudas (básicamente hipotecas) o de volver a su origen con un capital a definir que les permitiese recomponer su vida en sus orígenes, seguro que España colocaba estos tres millones de desempleados en un año o dos.

Si no planteamos algo en serio la sociedad española volverá a las estructuras casi medievales, compuesta por una clase noble rica y con todo el poder sobre bienes y haciendas, y el resto sobreviviendo en la más dura de las pobrezas y penurias, sin derecho a la educación ni a la sanidad y por supuesto al trabajo.

Ya he mencionado más de una ocasión, que el desempleo en nuestro país es atípico pero a riesgo de parecer un pesado debo de insistir porque el gobierno sigue escondiendo la realidad de los problemas y todo empieza precisamente porque no hay trabajo consecuencia de ello no hay ingresos suficientes para Hacienda, para la Seguridad Social, para las pensiones para la educación, para el consumo y como consecuencia se paran las empresas se agotan los recursos se muere el país.

He pregonado la idea de primar la repatriación de muchos inmigrantes en paro o no, y lo digo así porque en parte la culpa de haber sido atraídos aquí por los cantos de sirena de la burbuja de la construcción en la década 2000/2010, ha sido de los dos partidos de los gobiernos y la ambición de los capitalistas españoles, primar la vuelta a casa de muchos inmigrados no es echarlos es pedirles disculpas y, mirar de resarcirlos de nuestro engaño que les alentó unas expectativas que ahora no podemos cumplir ni para nosotros mismos esta broma cuesta ya 50.000 millones de euros al año.

Bien como esto está claro que no lo va a arreglar el gobierno de España, voy a plantear una socialización del desempleo, con el fin de obtener tres resultados, reducir el desempleo a cotas del 15%, y hacer que el coste de esta operación recaiga parte sobre el capital privado y no solo público, y lograr aumentar el consumo con lo que el coste inicial revierta mediante el incremento de la actividad empresarial al capital privado, consiguiendo que si se cumplen los esquemas al final recuperen lo invertido.

Vamos a por el planteamiento del tema: en España hay más o menos 3,5 millones de empresas, aquí entran todas, desde la Telefónica hasta el tendero de la esquina de mi calle, bien ante este número uno se le ocurre que solo que cada empresa emplease a un desempleado, la cifra de los mismos bajaría a 2,5 millones lo que significaría que el desempleo quedaría establecido en el 12%, perfecto un índice a nivel casi promedio europeo. Por otro lado el gobierno necesita reducir los costes presupuestarios a toda costa y hasta la fecha ha atacado con inusitada perversidad al empleado público es decir al funcionario al trabajador y ahora ya al pensionista a los niños y a los enfermos pero no es ni eficaz ni suficiente ni justo, hay que buscar otra forma de reducir gastos.

El gasto del exceso de desempleo es aproximadamente 50 mil millones de euros anuales, cifra que el gobierno esconde no sé si por inconsciencia o por vergüenza quizás por ambas cosas, está claro que es aquí donde hay que rebajar y es aquí donde yo opino que debemos hacerlo entre todos, pero de forma que el sobreesfuerzo sirva para reactivar el país y no para hundirlo más, empleando dinero y sacrifico a fondo perdido como pasa con las subvenciones y las medidas del gobierno.

Verán mi idea es que paguemos entre todos la inserción laboral forzada de 2,5 millones de desempleados, como hacerlo, de la siguiente manera: el gobierno debería coger el censo empresarial del país y obligar a que cesen las reducciones y se repartan estos 2,5 millones de desempleados en la proporción directa de las plantillas activas, contando desde directivos hasta el puesto más bajo del escalafón, el coste salarial de absorción de este exceso de mano de obra debería quedar diluido entre el importe global actual del coste de los salarios, es decir si una empresa de 100 trabajadores le toca emplear 5 y actualmente sus costes por el capítulo de retribución al personal es de 2.100.000 euros anuales, (que representa una retribución media de 21 mil euros por empleado y año) este capítulo se debería mantenerse igual, lo que supondría que en la nueva proporción, el coste por empleado o mejor dicho su retribución pasaría a ser de 19.950 euros por año, (en lugar de los 21000 anteriores) cantidad que multiplicada ahora por 105 empleados da los mismos 2.100.000 euros de coste salarial anual.

Los demás costes anexos como modificaciones de SS. Y demás deducciones deberían ir a cargo de la empresa, y el estado seria su contribución social para la resolución al problema de reducción del desempleo y de la reducción de presupuesto nacional. Me pueden decir ustedes que si no hay trabajo que harían 5 empleados más en la empresa, no se preocupen de momento barrer, pero siempre hay trabajo que hacer, se prescinde de él porque representa un coste adicional que la empresa reduce, pero si no hay aumento total de costes o es mínimo no se preocupen que ya les encontraran algo que hacer.

Hombre me dirán ustedes, pero entonces recae sobre los trabajadores el coste de esta operación. Bien un poco sí, pero que es mejor que siga recayendo en forma de impuestos e inseguridad laboral, porque cada vez hay más recesión porque el desempleo aumenta, y el consumo baja, o repartir un poquito de mi sueldo para que entren en el mercado de consumo 2,5 millones de consumidores que harán que se reactive la industria y el comercio y me aseguraran que se mejoren mis oportunidades de futuro.

Piénsenlo ya hay más de 1.5 millones de desempleados que no cobran nada, y por lo tanto que viven de la caridad o del subsidio que ya pagamos todos, a través de nuestros impuestos o retenciones etc. El cambio que propongo, es que en lugar de que estas personas sean solo una carga social, se conviertan en agentes activos y gasten, y me ayuden a que mi negocio y mi empresa vaya mejor y se reactive, y en lugar de bajarme el sueldo el año que viene, me lo suban, es así de simple, la rueda de la economía funciona así.

Ahora bien para absorber estas nuevas filosofías, hacen falta politicos, patronos y sindicatos, con una mente muy despierta que sepan planificarlo y explicarlo posiblemente mejor que yo, ya que disponen de datos, medios y organización para valorar las variables que la idea requiere, pero lo que si dicen los números es que si repartimos solo un cinco por ciento del monte de los salarios actuales de todos los niveles salariales, posiblemente podamos reinsertar casi un 10% de desempleados de los más complicados de reinsertar, repito aunque sea para hacer de medio estorbo en un primer momento.
