MI ELECTORAL ROAD (REDUCTIONS OF EXPENSES)

MI CAMPAÑA ELECTORAL (REDUCCIONES DE GASTOS)

Prosigo con mi cuento mágico de ir haciendo campaña electoral, como si fuese a presentarme a presidente del gobierno, empecé por uno de los problemas más candentes como es el desempleo, y hoy voy a apuntar ideas para rebajar costes del estado y ayudar a cuadrar los déficits.

Mi teoría y mis acciones si me eligiesen presidente, irían siempre orientadas a reducir gastos que no afectasen a la productividad y que pudiesen ser reversibles automáticamente bajo la influencia de las cifras de porcentaje de déficit o de aumento de PIB, en definitiva que a pesar del disgusto que siempre ocasionan a la sociedad, al menos tuviesen la virtud de que la medida por muy dolorosa que fuese, no quedase para siempre o indefinida en su objetivo final, que debe ser obtener el equilibrio presupuestario entre gastos e ingresos del estado.

Primera reducción:

Eliminar el 60% del ejército profesional actual, reduciendo y eliminando proporcionalmente tanto en las escalas de mando, como la tropa. El resto de numero de elementos eliminados pasarían al Sistema Cívico de Voluntarios Pasivos, me explico, todo ciudadano en edad de entre 20y 30 años, estaría sujeto a ser voluntario pasivo del ejército español, de tal forma que si hubiese necesidad (dios no lo quiera) podría ser activado y reclutado inmediatamente. Con el tipo de armas y guerras actuales, esa activación seria prácticamente inmediata, aquello que yo viví de tres meses de instrucción y 21 de acuartelamiento no tiene sentido, pero hoy en día mantener a un ejército numeroso para hacer funciones de policía y pagarlo, menos todavía, con el 40% actual movilizado es suficiente.

Segunda reducción:

Privatizar urgentemente todos los servicios transporte de ferrocarril que presta la RENFE, excepto la red ferroviaria existente que es patrimonio del estado, pero no por ello impedir que tramos de la red, pudiesen ser gestionados, modificados, o ampliados, por capital privado para organizar nuevos servicios o trayectos, los trayectos deficitarios deberían suspenderse de inmediato y ofrecerlos a empresas de transporte por carretera, que puedan hacerlos viables a base de mini-buses etc. El problema que surgiría de inmediato será la oposición frontal de los sindicatos profesionales de ferroviarios, sobre todo de maquinistas, cuenten con ello, pero el tema es el mismo que el de los controladores y pilotos aéreos, con una acción seria y contundente se arreglaría.

Tercera reducción:

Instaurar el copago en los servicios de la SS. Pero no simbólico sino de un cierto valor por ejemplo 10 euros la visita médica de cualquier tipo. De este pago quedarían excluidos los jubilados mayores de 65/67 años y con pensiones inferiores a 1200 euros, también quedaría a discreción del centro o del médico, actuar sobre algún individuo que por motivos de necesidad médica e imposibilidad de hacer efectivo el pago, eximirlo de tal obligación, haciéndolo constar en el informe diario de caja. La asistencia por ingreso hospitalario por tratamiento seguirá siendo como hasta ahora, eso si se eliminaran de la seguridad social todas aquellas patologías que no sean consideradas se salud vital para el enfermo, por ejemplo una intervención de implante capilar o de cirugía estética (no reparativa).

Los pagos efectuados por este motivo, serán justificados por medio de un volante, tiques, o cualquier otro medio documental, que permitirá al pagador descontarse en la declaración de renta el valor del pago total anual, directamente del capítulo de ingresos, si el contribuyente no tiene que pagar por concepto de declaración de renta, podrá solicitar la devolución de sus pagos a la tesorería de la SS.

Reducción de cargos ministeriales:

El gobierno de la nación se reducirá a seis ministros: Economía y hacienda; Asuntos exteriores; Interior y seguridad nacional; Industria y obras públicas; Información, turismo y relaciones con las autonomías; Ciencia y tecnología; a estos grandes ministerios se les añadirán las funciones mas lógicas de su prefijo que serán desempeñadas por “Secretarios de estado para…” con esto se reducirán sueldos y gastos de representación y figuración de bastante cuantía.

Esta medida se reproducirá en los gobiernos autonómicos, sustituyendo los ministerios de exteriores y Información, turismo y relaciones autonómicas por las consejerías de Sanidad y Educación, funciones que casi todas las autonomías tienen transferidas.

Bueno por hoy ya he pensado bastante total es un ejercicio de ciencia ficción porque al final ni yo seré presidente, ni el que lo sea me hará ningún caso, pero al menos me quedo con la satisfacción de demostrar que hay muchas cosas por hacer, en lugar de lamentarse y echar la culpa al gobierno pasado y la las circunstancias adversas, no se preocupen que seguiré arreglando España, hasta otro día.

Hoy supongo que los opositores políticos, del actual “President de la Generalitat de Catalunya” Honorable Señor Artur Mas, lo van ha poner verde lo van a criticar todo, su tono, sus anuncios de reformas, de dificultades, y me da que sobre todo lo van a tildar de triste, de poco enaltecedor, si yo también note esta ultima sensación, pero no lo voy a criticar por eso, si no porque fue demasiado suave en su exposición, creo que intento evitar ser más realista y que no quiso o no pudo, decir lo que quería decir de verdad, lo que yo Sr. Mas, entendí y resalte en mi interior de entre sus expresiones lo plasmo a continuación.

Sr Mas lo entiendo perfectamente, usted nos aviso claramente aun sin decirlo, que nuestra pequeña nación catalana no tiene futuro, dentro de la arruinada y desecha España que nos han dejado los socialistas, en sus dos nefastas y locas legislaturas, usted nos dijo a quien le quisiera entender, que la recuperación no es posible porque no depende de la política de la Generalitat, sino que estamos por ley condenados a morir de inanición económica.

Usted nos dijo con su abatimiento, que después de nueve meses de lucha y gobierno lo que ha encontrado es expolio y ruina en nuestra pequeña nación, usted nos dijo sin decirlo, que esta solo, totalmente solo, porque los demás partidos considerados catalanes, son incapaces de aceptar el mal que han infringido a nuestra pequeña nación durante sus dos últimos mandatos, tanto por su incoherencia, como por su seguidismo al nefasto Sr Zapatero. Y nos dijo que no habrá otra solución que seguir al rodillo del Partido Popular, que será el futuro gobierno de la gran nación española, que arruinada como esta acabara por chupar la poca sangre que nos quede, para hacer transfusiones al gran enfermo que se llama España.

Nos dijo sin decirlo, que se terminaran las competencias autonómicas primero, ahogadas por los recortes nacionales, y las autonomías completas después, por pura deducción. España arruinada, volverá a ser otra vez “Una” Pobre nación Europea, o ni siquiera eso ya veremos. Estoy seguro que el primer discurso que haga Don Mariano Rajoy será muy parecido al suyo, triste, sin futuro, y sin poder decir la verdad, lo comprenderé pero no lo compartiré, porque las soluciones que aplicaran serán las menos indicadas para la superación de la situación.

Nos dijo sin decirlo, que o Catalunya se sale de esta corriente que nos arrastrara a todos al pozo de la mediocridad y la pobreza, de una nación sobredimensionada y sin capacidad alguna de de reactivarse dentro del nuevo contexto económico europeo y mundial. Y pidió ayuda a todos los partidos políticos catalanes, para poder plantar cara a la situación, pero hoy recibirá usted las más cruentas de las negativas, porque no solo será eso una negativa, sino que negaran la realidad, y le acusaran de haberlo estropeado todo en 9 meses, usted será el culpable de haber hundido a Catalunya después de los 8 años de grandeza tripartita.

Yo le entendí perfectamente cuando expuso, que sí podríamos salir de esta situación, si de nosotros dependiera, pero que no podemos salvar a España, que es lo que nos van a obligar a hacer, todos los esfuerzos que hagamos quedaran diluidos por las necesidades patrias, yo espero con ansia el discurso y las acciones de Rajoy cuando sea el nuevo presidente español porque, Sr Mas se va a encontrar lo mismo o más, de lo que se ha encontrado usted aquí, gasto y más gasto y estanflación o recesión productiva y recaudatoria, la solución será según los cánones centralistas españoles, repartir la miseria por toda España, menos en la capital, para que no se vea desde casa del vecino lo mal que estamos. Y esta política frena del todo la reactivación económica de cualquier país.

No sé si cambiaremos nuestra postura y nos lanzaremos de lleno a la independencia, (yo preferiría completa), o si no como mal menor, a la financiera del futuro gobierno nacional. España necesita poner las cosas en su sitio, y no camuflarlas como me temo que hará, no estoy diciendo que hay que abandonar a nadie, pero lo que primero hay que hacer es impulsar a los que por estructuras industriales y económicas, pueden relanzarse lo antes posible, aunque parezca que se abandonen otras tierras esto no es así, si pretendemos ahora hacer la política del reequilibrio lo que reequilibraremos será estanflación, desempleo y penurias mil. Si España hace una política de no retroceso y deja actuar con independencia relativa a las comunidades, olvidándose y desterrando el famoso “café para todos”, la reactivación será lenta pero segura, eso lo puedo garantizar.

EUROPA DE BOFETON A BOFETON, A VER SI SIRVE DE ALGO

Europa parece que le va encontrando el gusto a dar bofetones a los mandamases USA, primero fue a Geithner y hoy al mismísimo Barack Obama, lo cierto es que a mí  personalmente me gusta, siempre y cuando se sea consciente de lo que se asume, y no se haga por quedar bien y nada más. Siempre me habrán leído en mis comentarios que la culpa de la desorientación de los mercados financieros mundiales, es de la economía anglosajona, comandada por los macro especuladores USA y aplicada y repercutida sobre todo en Europa por los sibilinos Londinenses de la City.

La nefasta globalización mundial es un invento americano, de su economía especulativa y expansionista y de su tremendo desconocimiento del resto del mundo no hablo de su geografía, (que también) si no de las culturas y religiones de sus sociedades y su historia. La verdad es que toda la porquería que está recorriendo la economía occidental, la han sembrado los EEUU con su malabarismo financiero más cercano al delito económico, que a la ingeniería financiera, basten como ejemplos el problema griego que fue orquestado por Goldman Sachs, las famosas hipotecas subprime, y la banda de corsarios de las tres calificadoras.

Diferentes dirigentes europeos han mostrado su malestar este martes, por las críticas del presidente de Estados Unidos, Barack Obama, a la gestión de la crisis por parte de los países del euro.

Obama afirmó que las medidas de los líderes europeos para combatir la crisis de la deuda "no han sido todo lo rápidas que deberían" y consideró que la situación "está asustando al mundo".

Es un mal planteamiento por parte de Obama, desde luego es un inesperado fallo de relaciones políticas, y más en un hombre que esta si no lo remedia de golpe la economía de su propio país, destinado al fracaso de no ser reelegido en las próximas elecciones a la presidencia de los EEUU. Quizás Obama entiende que el ya no puede hacer nada en su país, y necesita que le saquen la porquería financiera desde Europa, pero desde luego se ha confundido y mucho en el modo y la forma de pedirlo, han ido, él y su secretario de estado, con la prepotencia clásica americana por delante.

"No acepto las lecciones que vienen desde el otro lado del Atlántico. Los parados griegos o los trabajadores irlandeses no tienen la culpa de la quiebra de Lehman Brothers", ha defendido el presidente del Euro grupo y primer ministro luxemburgués, Jean-Claude Juncker. Pese a reconocer que "como ciudadano europeo no estoy de acuerdo con lo que está sucediendo en Europa", Juncker ha pedido a la Euro cámara que no se dejen "impresionar por Obama". "Si se estudia en detalle su programa, el 90% son medidas que ya existen en la UE", ha afirmado.

Bien dicho sí señor, pero miremos que parte de culpa tenemos los europeos para que el presidente de los EEUU tenga argumentos para poder hilvanar un discurso tan desafortunado por su parte, y si nos miramos nosotros en nuestro interior, veremos que desgraciadamente es la imagen de desunión y titubeos de los socios europeos, lo que ha propiciado primero el hundimiento de toda la economía europea, y después que los de fuera se vean capaces de afearnos nuestra falta de decisión.

Por su parte, el ministro alemán de Finanzas, Wolfgagn Schäuble, rechazó con rotundidad las críticas lanzadas por Obama. "No creo que los problemas de Europa sean los únicos problemas de Estados Unidos", afirmó. No cierto que no, pero eso a mí no me resuelve la penosa situación en que usted señor Schäuble, me ha puesto a mí, a mi patrimonio, a mi país y a Europa, así que no alardee de genio porque tiene usted tanta culpa como Obama, de menospreciar a Europa y de empeorar con su altanería y tozudez la economía de la zona euro.

También la vicepresidenta económica de España, Elena Salgado, ha respondido al presidente de Estados Unidos. La ministra admitió que es "verdad" que la toma de decisiones en Europa está siendo "lenta" -añadió que hasta el 14 de octubre los parlamentos nacionales no terminarán de aprobar el segundo plan de rescate a Grecia-, pero apuntó que Estados Unidos, en otros momentos, también ha demostrado cierta lentitud. Otra que estaría mejor callada porque no hace ninguna falta alardear de nada, no le parece Sra. Ministra ya casi en funciones.

De todas formas si tiene usted un indiscutible punto de razón, y que deberíamos de reconocer que es el principal problema de Europa, aquí somos 17 parlamentos, ministros de economía, presidentes de estado, bancos centrales, deudas soberanas, que pretenden darse lecciones y soluciones unos a otros, cada vez que algo o alguien nos tira una piedra con la sana intención de abusar de nosotros, es aquello del “divide y vencerás”  pues eso es el mal de la euro zona.
