EL GOBIERNO, EL DEFICIT Y EL PARO (EL BUENO, EL FEO Y EL MALO)

El presidente del Gobierno, “El bueno” ha revelado la cifra de déficit en Bruselas en la rueda de prensa posterior a la reunión del Consejo Europeo. Su representación ha sido al más puro estilo “Clint Eastwood” tranquilo sin prisas dominando con la mirada el escenario y un tanto desafiante porque no decirlo su frase – No les he dicho nada en la reunión a los socios, esto lo decidimos los españoles y ustedes son los primeros en enterarse – ha sonado como pronunciada mientras el bueno sopla la boca del cañón de su revólver  después de efectuar un disparo rápido a un blanco imaginario.

El Consejo de Ministros al unísono parapetado tras el OK Corral esperaba su momento de salir a escena a completar el duelo y al fin han salido disparando balas a derecha e izquierda, han aprobado este viernes el techo de gasto y el cuadro macro que servirán de base para elaborar los Presupuestos del año 2012. Las cifras más destacadas para este año: una contracción del PIB del 1,7%, un déficit público (El Feo) del 5,85% del PIB y un paro del 24,3% (El autentico Malo).

La valoración de estos datos supone un ajuste extra de cerca de 12.000 millones de euros este año en la economía española (frente a los 26.000 millones que tendría que haber realizado con el objetivo del 4,4% es decir se acorta el ajuste unos 14.000 millones de €), así el recorte previsto asciende a un total de 27.000 millones de €. De momento, este sustancial incremento es de un 80% más de la cantidad aprobada ya en diciembre el esfuerzo no es cualquier cosa, el Ejecutivo no ha dado pistas de cómo se realizará el ajuste, pero el ministro de Hacienda ha negado que se vayan a subir las cotizaciones sociales ni los impuestos. Además, ha asegurado que las prestaciones por desempleo se van a mantener en la situación actual, así como la extensión de 420 euros para quienes agotan la prestación.

Por su parte, la vicepresidenta del Gobierno, Soraya Sáenz de Santamaría ha detallado que el déficit quedará de la siguiente manera en las diferentes administraciones: el Estado un 4%, la Seguridad Social en equilibrio (0%), las comunidades autónomas un 1,5% y las corporaciones locales un 0,3%. Sáenz de Santamaría ha anunciado también que la previsión del PIB del Ejecutivo es que la economía se contraerá este año un -1,7%, una cifra que coincide con la presentada en enero por el Fondo Monetario Internacional.

Además, el gobierno empieza a tener claro que el autentico malo de la película es el desempleo y manifiestan que la cosa irá a peor, la previsión para el mercado laboral es que se destruyan 630.000 empleos más este ejercicio y la tasa de paro llegue al 24,3%. El cuatro trimestre ya habría una evolución más estabilizada", ha añadido algunos aspectos técnicos como que la demanda doméstica va a restar 4,6 puntos al crecimiento económico; las exportaciones van a aumentar un 3,4% y el sector exterior compensará en 2,9 puntos la caída de la demanda nacional, ya lo ven hay que coger los rifles y parapetarse tras las empalizadas y defender el fuerte, como sea.

Por su parte, el ministro de Hacienda, Cristóbal Montoro, ha comentado que habrá un descenso de la actividad, pero en 2012 prevé unos ingresos similares a los de 2011 gracias a la subida de impuestos. Además, Montoro ha explicado que el gasto público se reducirá un 4,7%, hasta los 118.565 millones de euros. Concretamente, el gasto de los ministerios se reducirá un 12,5%.

El desafío es grande, no solo para nosotros los españoles, que me temo que tendremos que aprender a no meternos mucho por el medio, como hacemos siempre, claro que esta vez corremos el riesgo de que nos metan una bala en el trasero, porque el duelo es a muerte. Solo nos falta ver como se lo habrán tomado los otros pistoleros amigos  este cambio de postura, cuando España presente su programa de estabilidad en abril, con el contenido de los presupuestos y todas las reformas, la Comisión Europea y los inversores internacionales reconocerán el esfuerzo que está haciendo el Gobierno y la sociedad española y a lo mejor nos aplauden y defienden frente al enemigo.

La pelea está servida, pero faltaran balas y muchas, no me convence que solo 35.000 millones para pagar facturas atrasadas, reactiven mucho la industria y la actividad, porque esta cantidad ya está gastada, y seguro que en muchos casos debida a los bancos para liquidar créditos obtenidos y algunos vencidos, me temo que lo que ocurrirá con esta inyección de dinero, será que no se convertirá en liquidez como prevé el gobierno, sino que desaparecerá en los bancos y en muchos cierres por jubilación, o cansancio de pequeñas empresas, que ahora se mantienen por necesidad.

Yo quiero en este punto echar un pequeño jarro de agua fría a los planes del gobierno, hay que buscar liquidez de nuevo cuño, para que se reactive la producción industrial y de servicios en España, este punto no lo he visto quizás hay que esperar pero no mucho, porque 70.000 millones de € por desempleo es mucho pero muchísimo coste, encuentro a faltar un plan de desinversión de propiedades e infraestructuras públicas es la única manera de crear dos efectos, ingresar dinero nuevo y  quitarse costes de mantenimientos y mala gestión de muchos de ellos.

Parece que por un momento hemos parado el golpe y nos hemos quedado a las puertas del desastre, con todo y haberlo contenido, la realidad es que nadie sabe hasta cuándo, porque la economía de mercado sigue imparable y su ciclo no tiene fin en las circunstancias actuales y futuras si no se toman medidas. Y lo más importante de esto es que la propia economía de mercado se ha dado cuenta de ello y hoy como hace unos meses nos lo está diciendo a gritos. No quiero la responsabilidad de gobernar la economía de la sociedad, no me obliguen a ello, ni quiero, ni es mi función, ni es mi obligación.

Estos gritos son la evidencia de que los políticos se empeñan en que los Bancos Centrales, públicos en nuestro caso el BCE inunden de capital a la banca privada, para que ella gestiones lo que no es su obligación, es decir capitalizar los países y a sus sociedades, inmersas en el desasosiego y la recesión por culpa no de la banca privada, sino del mal uso de los recursos económicos y sociales que los políticos han hecho y hacen en sus gobiernos y de sus economías públicas.

Así estamos jugando al ratón y al gato, la economía pública o oficial como quieran llamarla les pasa un billón de € a los bancos privados para que gobiernen la economía de la sociedad, y los Bancos privados se los devuelven al día siguiente con un mensaje cifrado que dice bien a las claras, que ellos no son los gestores de los gobiernos, ni de las sociedades y no piensan hacerlo, pero los políticos no saben o no quieren entenderlo.

He llegado a la conclusión, que el verdadero problema no es la libertad salvaje de que goza la economía de mercado, su agresividad, la especulación, sus tretas de mercado, sus desajustes, sus fracasos y sus éxitos, son propios de su desarrollo, por mucho que los políticos intenten desviar su responsabilidad apuntando hacia ese lado, acusándolos de haber puesto en peligro a nuestro mundo, no pueden ahora pensar en regularla, en encauzarla, y en obligarla a ser la gestora de la política economía mundial, esto no solo no sería la solución, sino que empeoraría las cosas, porque esto, pararía el mercado, la producción, y finalmente el mundo. La banca privada, nunca querrá asumir la responsabilidad social que los políticos quieren adjudicarles, esta función es propiedad y responsabilidad, de los políticos constituidos en los gobiernos nacionales.

La economía libre los mercados financieros, han existido siempre, pero no siempre habían tenido la incidencia tan brutal que tienen ahora, porque los elementos que impulsaban el desarrollo de la sociedad eran otros, hace años los grandes hombres, las influyentes fortunas, que podían con su actuación hacer subir o bajar el nivel de vida de la sociedad, eran las empresas industriales o de servicios, que empleaban a miles de personas, hoy no es así, las grandes fortunas, los que tienen la capacidad de arruinar a empresas instituciones y si se tercia a un continente entero, ya no son empresarios ya no producen nada, solo mueven números entre al activo y el pasivo.

Pero con todo y admitiendo esta realidad, no podemos detenerla, no podemos ya prescindir de este motor salvaje pero necesario, para que el mundo material se mueva, y no se pare hundiéndose en la recesión más brutal que jamás se llegaría a conocer, porque después de ella, no quedaría mundo tal y como lo conocemos ahora.

Aceptando esto, lo que hay que hacer es considerar a la economía libre y desregulada como un nuevo sector empresarial, que se mueve en un mercado cuyo producto es hacer que fluyan los negocios las empresas, y el dinero de y para uso privado, con sus bancos, con sus agencias de calificación, con sus préstamos, con sus inversiones, con sus trampas, y con su agresividad, y separarla completamente de la economía pública o social, propia de los gobiernos de los estados del mundo.

Si señores y señoras se trata de dejar hacer libremente a la economía de mercado, y crear independientemente la economía de estado, esta dualidad además hay que planificarla sin ninguna posibilidad de comunicación o trasvase alguno. Los problemas que estamos sufriendo no se terminaran mientras la economía especulativa del mercado pueda y yo diría deba, intervenir para financiar a la sociedad de una nación, a sus servicios sanitarios, a su educación, a sus políticos, a su policía, su ejército, a su justicia a su presidente, y ya por ultimo a su moneda.

Los estados grandes o pequeños deben acometer sus necesidades financieras con recursos públicos, obtenidos de los impuestos fiscales, y de sus actividades productoras de servicios, o tecnologías, o de lo que se considere actividad nacionalizada o pública, y con esos ingresos formular sus presupuestos políticos sociales y materiales, deben tener sus depósitos de garantías en su Banco Nacional, desde donde no podrán nunca ni pedir prestado ni ofrecer dinero a la economía privada. Es evidente que las naciones serán más o menos grandes, ricas, y poderosas, de acuerdo a la capacidad de obtener sus ingresos públicos.

Por otro lado y como una rama de actividad lucrativa más, existirá la economía de mercado, con sus bancos comerciales y de inversión, sus mercados de valores, sus agencias de calificación, sus brókeres, a y con sus impuestos a pagar a los estados como cualquier empresa productiva, y sin regulación alguna, solamente el cumplimiento de la legalidad impositiva por parte del estado, por los beneficios, desgravaciones por perdidas, controles de antimonopolios, y las propias leyes y reglamentos que sus propios estamentos fijen, en fin como cualquier otro mercado o actividad que se desempeña, dentro de la libertad mercantil establecida en las leyes del mercado libre y universal.

Les aseguro que no bromeo en absoluto, si este esquema económico hubiese estado en vigor, quizás Grecia no existiría ya, porque el expolio de sus gobernantes la hubiesen dejado sin recursos, y la gente o se hubiese ido del país, o levantado en un acto de revolución contra sus gobernantes, pero les aseguro también, que no tendrían ninguna deuda soberana que les inutilizará como sociedad libre durante los próximos 50 años, les digo también que no existiría ninguna otra deuda soberana con la que especular, y con la que amenazar la supervivencia de estados y sociedades, y les digo más, seguro que seriamos todos más ricos porque no deberíamos nada más, que lo que cada uno de nosotros pudiese haber asumido o obtenido, de su trabajo y de la economía de libre mercado.

Su crecimiento desbocado lo va regulando, su mercado de valores va moviéndose sin prisas pero sin pausas, es la antesala de la puesta en escena de su divisa, yo creo que esto será a finales del 2012 ó principios del 2013, en cuanto los EEUU se aclaren y den un sólido respaldo al dólar, que junto con el euro asegurado si se consigue finalmente, situaran su Yuan, como tercera divisa mundial. Una vez puesto en competencia el Yuan, china será la cabeza de la civilización oriental incluyendo toda Asia, y dependerá de Rusia hasta donde se extiende hacia occidente.

Europa o mejor dicho Alemania parece que entran en razón, y descubren que  están a punto de ser engullidas por no se sabe bien qué mercados o fuerzas especulativas, y se prepara para dar un giro en sus posturas, para ello se acelera la unidad de criterios económicos globales para la zona euro, (lo de Grecia es un puro accidente). Alemania arrastra por fin a todos los demás, o todos los demás han arrastrado a Alemania, me da igual, pero es un hecho la aprobación final del acuerdo de la ampliación de los fondos comunes para la  garantía del euro, y como consecuencia de la Unión Europea.

Ahora en unos meses veremos cómo rápidamente empezarán las centralizaciones de políticas económicas, financieras  y leyes de todo tipo, en un gobierno encaminado seguramente más de tipo federal europeo de verdad. Una vez conseguido esto la unión se ampliara, hasta donde se llegara no puedo concretarlo, hay dos factores influyentes que son: La postura de Rusia con sus todavía países satélites. Creo que es más probable que Rusia se acerque a Europa o viceversa, porque por el otro extremo Rusia se le acercara el mundo oriental mucho más potente por lo que una unión ruso-europea mantendría un mejor equilibrio occidental.

No está claro el desarrollo del mundo o civilización Islámica, sus variedades de todo tipo étnicas religiosas sectarias sus gobernanzas y sobre todo su tremendo atraso  civil todavía la hace impredecible. Turquía a mi parecer pretendería encabezar el conjunto de civilización Islámica eso si en dura batalla con el Irán el cual ha iniciado la guerra fría del siglo 21 en sustitución de la acaecida en el siglo 20 entre occidente y la URSS, pero yo que viví muy de cerca esta situación vaticino que terminara de la misma manera que aquella. Irán no podrá financiar una guerra fría es carísima su sistema de gobierno su sociedad industrial dependiente exclusivamente del petróleo no podrá invertir para seguir  la tecnología de los demás núcleos de poder. Y probablemente estos últimos tampoco la dejen si no se abre todo el mundo islámico.

Los EEUU también empezaran a cambiar deprisa, finalizaran sus guerras lo más rápidamente posible porque no las pueden ya mantener económicamente, de ahora en adelante o enfocan las guerras con carácter de fin de semana, o llevadas a cabo por empresas privadas porque el gobierno ya no da para tanto, pronto empezaremos a ver nuevos adelantos de su tecnología espacial, de hecho ya han empezado los ensayos del nuevo cohete lanzador de carga y navegación espacial, y armas que lanzan proyectiles nueve veces a la velocidad del sonido, han de adelantar a chinos y rusos, para combatir la competencia en los mercados de gran consumo e influencia.

La velocidad con la que se lanzaran a la tecnología de las telecomunicaciones  y la computación e informática, será ya lo verán asombrosa, bueno supongo que todos han oído ya hablar de los mini reactores nucleares en cadena, lo único que no tengo claro, es que pasara con su relación con Europa, supongo que dependerá de si los propios EEUU se consideran  miembros de la civilización occidental, o se desprenden de ella y quieren ser cuna de una nueva civilización, neo-occidental.

Así se configurara creo yo el mundo de nuevo, con tres bloques bien definidos, Oriental, Islámico, y Occidental. Aunque este último me ofrece dudas por lo que he mencionado antes. Puede que la cultura occidental anglosajona elija crear una nueva tendencia podríamos definirla como “Anglo-occidental” o “Neo-Occidental” esto posiblemente dependerá de dos factores. La importancia y fuerza que adquiera la Unión Europea bien por sí sola, o por la asociación o posible integración de Rusia a la Unión. O bien obligados por la desproporción de mercado que representará el bloque Oriental frente a los demás, este factor puede hacer que los EEUU y su bloque, sigan unidos al bloque Europeo para compensar.

Una vez esto esté en un estado más adelantado, la ciencia y la tecnología sufrirá un empuje insospechado, piensen que será el único argumento capaz de dar primacía y poder a los bloques definidos, que seguirán siendo como no puede ser de otra forma en el ser humano, antagónicos, su poder pues estará en su mayor adelanto técnico de uno sobre el otro, lo que mantendrá el comercio y la paz mundial en nuestro próximo futuro. O al menos así lo creo yo. No me olvido de África la India y América del sur pero es que creo que no tienen todavía encaje en ninguno los tres grupos básicos, así que quedaran un poco como agentes libres posiblemente hasta el siguiente siglo

But the right won't give its arm to twist, undoubtedly the left neither, so the fight now is centered in the street and in the same manifestations, those of lefts go this way as lambs to the orders of its union or student leaders to smash against a wall with absolute majority, and the right also goes with its platoons nationalist of it explodes manifestations. To combat the possible reason of the left, rotating the concepts of protest socialist for those of street guerrilla against the legally instituted government, the shades are very different but they spread to be counteracted to each other. 

And amid this whole dirty war, those are that neither of right neither of left, simply those that we want a government to govern and it governs us in peace and with future objectives and justness, and there is no way, in this country this is clear it is impossible, or a lot I make a mistake or we won't take in seeing as the UE it demands us or a coalition government, or it imposes us a troika like in Greece, so that it controls the uncontrollable thing, because we don't deceive ourselves neither the right neither the left of this country has the most remote idea of what is the parliamentary democracy and the government of a plural society. 

LA POLITICA NO MERECE NINGUN RESPETO POR PARTE DE LA SOCIEDAD

Si los políticos y la política, se esforzaran solo la mitad en crear y dirigir a la sociedad por la que viven, de lo que se esfuerzan por destruirse entre ellos, el mundo podría ser perfecto.

Las consecuencias de esta realidad pueden ser, de hecho ya lo son, catastróficas,  pero lo peor está todavía por llegar, me duele pero creo que los españoles de derechas o de izquierdas, no deberían estar tranquilos y deberían ver que la deriva de sus respectivas políticas,  pueden llevar a España a una situación sin una salida pacífica y racional, propia de seres humanos democráticos y civilizados.

Creo que en estos momentos, todo y reconociendo las dificultades generales de la situación económica europea y española, estamos sufriendo una situación de revanchismo político sin precedentes, las cosas vienen de lejos, no se engañen, las manifestaciones violentísimas y planificadas que vivimos ayer y que se pueden prolongar hoy, y que ya se están proyectando para mantenerlas vivas, son sin dudar actos de revanchismo político, no de reivindicaciones estudiantiles o sociales.

La elección de Barcelona para desarrollarlas tampoco es por casualidad, se han efectuado aquí porque en estos días Barcelona es el escaparate de España al mundo, mediante el congreso mundial del móvil “Mobile World Congress 2012” congreso mundial que permite aflorar en todas las portadas del mundo, la agresividad gratuita ejercida con toda la impunidad y preparación por elementos para ello preparados.

Ignoro si el mundo lo entenderá así, o lo que vea lo verá como indicativo de la incivilización de la sociedad española, esa que todavía hoy en muchos lugares del mundo, se la supone que se limita a tomar el sol, ver toros, hacer la siesta, y cuando se les pide trabajo y sacrificio, responden al estilo salvaje propio de las sociedades incultas y oprimidas al máximo.

Sea como sea, el mal está en efervescencia total, y los culpables no hay duda, son los políticos y sus seguidores ya sean de derechas como de izquierdas, que nadie se quite las culpas de encima, porque la situación es consecuencia como decía antes, de las revanchas de cuentas pendientes. Es cierto que la excusa es la economía, pero la situación de extrema violencia no parece lógica, porque la economía está mal desde hace dos años por lo menos, que ocurre ahora puede ser aquello de que, tanto va el cántaro a la fuente que al final se rompe. No es eso insisto, son unas maniobras perfectamente medidas en el tiempo la ocasión y la oportunidad.

El problema que se añade a esta situación es muy complejo, y me da mucho que pensar, verán estoy seguro como creo que la mayoría de los españoles, que los movimientos callejeros estudiantiles y sindicales, son promovidos y planificados por la izquierda política incluyendo a los sindicatos obreros, pero la fiereza con que se desarrollan no es tan propia de la izquierda, es mas propia de la extrema derecha, y esto me preocupa, porque no se a quien echar la culpa, verán aunque parezca mentira creo que la situación la explotan ambas tendencias políticas, porque les sirve a ambos para sus propósitos políticos perfectamente.

Supongo que es fácil comprender que la izquierda socialista española, esta buscando la manera de levantarse después del batacazo que las elecciones les propino, la única manera que tienen o entienden, es acelerar cuanto más deprisa mejor el descontento social que las medidas económicas, que totalmente conocidas de antemano tendrían que aplicar la derecha ganadora, provocarían en la vida diaria de la sociedad común española, y caramba si han ido deprisa, en menos de dos meses, casi estamos en situación de lucha para intentar derrocar ya al nuevo gobierno, ni los cien días de cortesía ni nada de nada, la sociedad a la calle en 45 días, lo mas indecente del caso es que los problemas por lo que los de izquierdas y los sindicatos echan a la sociedad a la lucha, es culpa de ellos de la política ejercida por los socialistas durante los nefastos ocho años que han gobernado España.  

Pero porque pueden justificar esta rabia, y este quemar las naves antes de tiempo, pues porque la derecha es tremendamente altiva y ególatra, y se ha lanzado estúpidamente a tumba abierta a hacer las cosas mal, y precipitadamente, actuando con la filosofía propia de la derecha. “Ahora mando yo y vais a ver inútiles”, o poco más o menos, y se han lanzado sin esperar a conocer la verdadera situación nacional, a dictar medidas erróneas, que no funciona ni una, y que en solo sesenta días han provocado el mayor mal estar que jamás un gobierno  recién elegido, haya provocado a su sociedad.

La derecha además no escucha, y esta vez con la mayoría absoluta menos, así que repito se ha lanzado a tumba abierta a por todas, tanto es así que ni siquiera su mundo natural, la economía, la banca,  los acaudalados y magnates españoles, les siguen. Creo sinceramente que les han asustado y se han retirado a verlas venir mientras la situación de la economía española se desequilibra más de la cuenta, con lo que la munición para las revueltas socialistas está servida.

Pero la derecha no va a dar su brazo a torcer, claro que la izquierda tampoco, así que la lucha ahora se centra en la calle y en las mismas manifestaciones, así los de izquierdas van como borregos a las órdenes de sus líderes sindicales o estudiantiles a estrellarse contra un muro con mayoría absoluta, y la derecha va también con sus pelotones nacis de revienta manifestaciones. para combatir la posible razón de la izquierda, girando los conceptos de protesta socialista por los de guerrilla callejera contra el gobierno legalmente instituido, los matices son muy distintos pero tienden a contrarrestarse entre sí.

Y en medio de toda esta guerra sucia, estamos los que ni de derechas ni de  izquierdas, simplemente los que queremos que un gobierno gobierne y nos gobierne en paz y con objetivos de futuro y equidad, y no hay manera, en este país esto está claro es imposible, o mucho me equivoco o no tardaremos en ver como la UE nos exige o un gobierno de coalición, o nos impone una troica como en Grecia, para que controle lo incontrolable, porque no nos engañemos ni la derecha ni la izquierda de este país tiene la más remota idea de lo que es la democracia parlamentaria y el gobierno de una sociedad plural.
