PSOE AND CITIZENS AN AGREEMENT FOR NOT FORMING GOVERNMENT

The Socialist Party and Citizens reached on Tuesday an agreement principle for the socialist leader's investiture as government's from Spain new president. The leader of the PSOE, Pedro Sánchez, accepted the proposal of Citizens of beginning an urgent reformation of the constitution for a democratic regeneration that could fit in the pretenses of other parties and that he doesn't enter in the marshy topic of the sovereignties. 

The measures requested by Citizens and accepted expressly by Sánchez they look for the suppression of the to gauge politics, to reduce the number of signatures in half for the popular initiatives, to advance in the des political of the justice, to suppress the delegations and to limit the commands to the front from the Government to eight years. Pity that the 90 benches of the PSOE and the 40 of Citizens are not enough to endorse Sánchez's investiture that will introduce their proposal to the 350 deputies that compose the Camera the next one of March. 

They are in fact the non-sleepless details of the agreement in economic or social matter or the strong negative of the PSOE to begin the steps for a referendum in Catalonia those that could move away to other parties and to impede the investiture. The PSOE and Citizens with their 130 of the 350 votes of the Congress would need the abstention of 91 deputies at least, or said otherwise of the PP that will be the one that in the elections of June after having covered all the imputations that it accumulates the party and after leaving outside of the presidency to the current president Rajoy it will assume the agreement of citizens and PSOE, but to the inverse one, in June it will be the PP the one that governed with the acquiescence of Citizens and the PSOE in minority. 

Today what PSOE and Citizens have signed is not government's agreement neither of investiture, simply because they don't give the numbers, alone they give the numbers if the Popular Party sinks Pablo Iglesias, leader of we Can that it assured that he would "not" vote to government's alternative and that it was shown thrilled in being able to still build an alternative of "progress" while it continues negotiating with PSOE and left forces. There is a fact that allows me to be optimistic. Alone there is a possibility that Pedro Sánchez is the government's president and it is as a coalition" government's president, he said.  

But the coalition government makes a mistake it will be made like I have said previously, in June when everything aims that the electoral results will be more or less the same ones, but with the exception that stops the PP then he will have had time of to change to Rajoy and to make forget the judicial scandals and their imputed.  

The PSOE that negotiates in a parallel way with we Can (65 deputies with their forks), Compromis (4) and United Left and Popular Unit (2), it would be heading to fail in the investiture if these groups vote in against, although the PNV that has manifested the possibility to support an investiture, supports with their six benches. "I find a very willful announcement, but for this road I believe that there are not possibilities", he told the spokesman of Democracy and Freedom, Francesc Homs, after leaving clear that its group, the same as ERC - both demand a referendum for the independence of Catalonia - they will vote against the investiture. 

The PP, with its 123 deputies, insists in its proposal of great coalition led by Rajoy and he doesn't even discard to undergo the investiture if Sánchez fails after the PSOE has rejected any approach possibility. The eventuality of an opinion change that takes to the PP to abstain and to allow the coalition in a government controlled by Sánchez already has name for some left forces, like We Can that refer to this hypothesis like a coalition "agreement in having differed."
